Saudi Arabia & UAE · 2026 penalty season

Your company has a fine meter running right now — and you can't see it.

Dira is an AI compliance assistant that watches your documents and government deadlines around the clock, alerts you days before a fine via WhatsApp, and surfaces the government subsidies you're owed but never claimed.

Connect your company

Upload your staff roster and documents, or forward government messages to Dira's number — AI organizes everything.

Dira scans & calculates

The rules engine compares your data to 2026 regulations and builds your risk radar and claimable subsidies.

Alert & respond

A daily WhatsApp brief with clear priorities and one step per item — before any fine.

Why pay when I can check it myself?

Because the data exists — but scattered, late, and missing the profitable half

Government portals show each agency's data in isolation, after the deadline. Dira unifies it into one number, alerts you days ahead, and surfaces the money you're owed that no portal ever shows.

Government portals · 6 separate sites
  • Log into each portal (Qiwa · GOSI/Mudad · ZATCA · Absher · Municipality · Chamber) and track manually
  • Each agency shows its own data — no single number for your total exposure
  • Fines you after the deadline — never calls you before
  • Won't tell you there's unclaimed Hadaf/Nafis support waiting
  • You need a person to remember every Iqama, license and deadline
Dira · everything in one place
  • Unifies all your agencies into one number: “Annual exposure SAR 680,000”
  • Alerts you before the fine, days ahead on WhatsApp — not after
  • Surfaces claimable support (Hadaf/Nafis) no portal shows
  • Reads your Arabic messages & documents automatically with AI
  • Works for you 24/7 — no tracking staff needed

FAQ

Everything you want to know about fines and subsidies

How big is the Emiratisation shortfall fine in the UAE?
Non-compliance with the Emiratisation rate reaches AED 108,000 per year for each unfilled Emiratisation seat, on top of fake-Emiratisation penalties. Dira alerts you before the fine and computes your exposure automatically.
When does e-invoicing (ZATCA) become mandatory?
In Saudi Arabia, ZATCA Phase 2 applies in waves that now reach low revenue thresholds covering most businesses; in the UAE, mandatory rollout begins gradually from 2027. Dira prepares your compliant invoices (UBL 2.1 + QR) automatically.
What are Nafis and Hadaf?
Nafis (UAE) supports hiring nationals with up to AED 600,000 per employee, and Hadaf (Saudi Arabia) covers up to 50% of a Saudi's salary. Dira surfaces the support your company is owed but hasn't claimed.
Is Dira a replacement for a PRO or accountant?
No — Dira is a monitoring and assistance tool that works alongside your PRO and accountant: it alerts before fines and surfaces support nobody noticed, and does not file government transactions on your behalf.
How much does Dira cost?
Plans start at SAR/AED 499 per month with a 14-day no-commitment trial, covering fine monitoring, subsidy detection, and e-invoicing.
Why trust Dira

Your data is protected, and your legal footing is clear

Full data encryption

Iqamas, IDs and documents are encrypted at rest (AES-256), with PDPL data-protection compliance in Saudi Arabia and the UAE.

Monitoring, not filing

Dira alerts, prepares and reminds — decisions and execution stay in your hands. We don't file government transactions on your behalf.

Built on official 2026 rules

The rules engine is built on announced regulations (Nitaqat/Emiratisation, ZATCA thresholds, Hadaf/Nafis support) — numbers, not guesswork.

Full transparency

Calculator figures are indicative for awareness with a clear disclaimer; final reports depend on your entity's actual data.

Fines scream in silence. Let Dira hear them before you do.
